That's correct, it's the starchy white water left over after soak rice. The same water has a number of beauty benefits that the Japanese and Koreans swear by. The water you typically throw away because starch is not good for your body when consumed. But it is good for your skin.
The easiest way to make rice water is by soaking it. For this, all you need to do is rinse a batch of rice with clean water and then soak it in 2-3 cups of water and keep it aside for an hour. Strain the water into a clean container and that’s it. Your rice water is ready to use.
