At the very least, you should feel ashamed and embarrassed about the fact that you have boobs. Otherwise, you know, people just can't keep themselves from staring, commenting, making you feel uncomfortable about being born a woman and being physiologically 'cursed' with breasts. And you know what? This Women's Day, just say 'F*** that, I'm going to wear what I want to wear.' Because, ladies, as Taapsee and Swara point out: you didn't make your boobs (or even the decision to have boobs), so how people react to them is not your problem, it's theirs. So forget about what people think and do what you want: whether you want to cover them or flaunt them or choose not to care about it at all, end of the day, it's your body, YOUR CHOICE.
